But in recent years, startups in Germany, the Netherlands and the U.S. have reportedly perfected their own consumer-ready formulations. The technology dates as far back as the 1970s, when Japan’s Sato Foods Industries began selling encapsulated alcohol as an additive in food processing. Palcohol—a new form of powderized alcohol—has gotten plenty of buzz (albeit perhaps not the kind it intended) from both fans and a number of alarmed scientists, politicians and parents after its label was temporarily approved by  the U.S. But Lipsmark says the 4-by-6 inch packet would be larger than a small bottle of liquid and therefore harder to sneak in.

And once past that bureau, a producer has 50 state governments to contend with. Powdered alcohol is essentially a packet of powder that can turn water into a mixed drink. The concept of powdered alcohol has existed since the 19th century with the first mention in an 1877 patent. It has been sold internationally, but has not yet successfully sold in the United States.

But the powder packets that can turn water into a mixed drink have already been banned by several states amid fears that Palcohol can be easily abused. In 2007, four food technology students in the Netherlands invented a powdered alcohol product called “Booz2go”.[38] They claimed that when mixed with water, the powder would produce a bubbly, lime-colored and lime-flavored drink, with 3% alcohol. When put into commercial production, it was expected to sell for €1.50 (approx. US$1.60) for a 20 gram sachet. The typical method to ingest powdered alcohol is to dissolve it in water and drink it, like liquid alcohol. However, there are concerns that powdered alcohol will be abused and ingested in unintended ways, such as snorting. However, a number of states are taking steps to ban the product, including Colorado, New York and Rhode Island.

Lipsmark says the potential to snort Palcohol has been one of the complaints it’s heard, but that Palcohol would be hard to snort. Several states, including Alaska, Louisiana, South Carolina, Vermont and Virginia want to prohibit the sale of powdered alcohol. In 2005, an alcoholic powder product called Subyou emerged in Germany, at first online but soon for sale at gas stations, convenience stores and bars. Priced at $2 to $3 each, the product contained 4.8 percent dry alcohol—the equivalent of one and a half servings of liquor, according to news reports. The early success, though didn’t stick; Subyou disappeared, and  its website, subyou.de, has since been taken down. Lipsmark won’t discuss how its product is made, but the process typically involves suspending ethanol molecules inside a host sugar molecule—different than the freeze dried beer products, which are non-alcoholic, that have appeared on the market.

Palcohol Interest Over Time

It will come in six flavors, each of them designed to produce drinks with about 10 to 12 percent alcohol, or roughly twice as much as a glass of many of America’s mass-produced beers. In April, Lipsmark sought approval for Palcohol, a pocket-sized sealed pouch it claims can, when mixed with water, create a variety of cocktails instantly. It can also be sprinkled on foods like hamburgers and salads for an added “kick.” Although the intended use of powdered alcohol is to dissolve it in a glass of water, some people may choose to ingest it in other ways. The product’s creators and marketers – Harm van Elderen, Martyn van Nierop, and others at Helicon Vocational Institute in Boxtel – claimed to be aiming at the youth market. They compared the drink to alcopops like Bacardi Breezer and said they expected the relatively low alcohol content would be popular with the young segment.

The Legality of Powdered Alcohol

“We believe Palcohol is not likely to be abused more than liquid alcohol.” The first step, he [Trujillo] said, would be to get past the Alcohol and Tobacco Tax and Trade Bureau, an arm of the Treasury Department that regulates alcohol makers for tax purposes only (at least ostensibly). Alcohol products must adhere to closely scrutinized standards of labeling, packaging, and formulation.
